Enable direct Bluetooth message access layer messages

This option allows the applicaiton to directly access
Bluetooth access layer messages without the need to
instantiate Bluetooth mesh models.

(Includes any dependencies from ifs and menus.)

No defaults. Implicitly defaults to n.
