Use CTR-DRBG CSPRNG

Help

Enables the CTR-DRBG pseudo-random number generator. This CSPRNG
shall use the entropy API for an initialization seed. The CTR-DRBG
is a a FIPS140-2 recommended cryptographically secure random number
generator.
